First of all, it's most likely a hawk. Falcons prefer to take prey on the wing, and eagles have broader and less frequent tail stripes
Secondly, it's obviously a young bird, probably just out of the nest, by the state of his feathers
Finally, it's also a falconer's bird, by the leather 'bracelets' on his ankles. This is not an uncommon training method, and the falconer has probably hidden bits of meat inside the bunny to encourage the predator instincts
You aren't to bright. That isn't an eagle, it looks like a hawk or a falcon. He/she looks to be young also. Notice the string, someone was probably pulling it from below, as a training guide. The bird saw it and learned. Get it?
Its a rough legged or broadwinged hawk, not an eagle or a falcon. And it's just a photo,..put a small enough prey in a fiels ( small child, cat, squirrel etc,..) and if there was a predator bird in the area, the bird would attack. As to why it's a stuffed animal, I guess you would need the answer from the photographer

well Falcons have short wider heads with large eyes, hawks have the smaller head, and smaller eyes...So it is more than likely a Hawk. A ferruginous hawk probably.
It's an immature Swainson's hawk (Buteo swansoni). Google it. As noted it also has falconry jesses on it. The guy's probably using the cute bunny as a lure.
Using the term "eagle" for a Swainson's hawk is about like using the term "hawk" for a shrike.
